Is my child's sex ed supposed to prioritize and emphasize abstinence?

Yes, absolutely. The state law requires, in several different places, that your child's sex education prioritize and emphasize abstinence. 

It must:

  • Teach "abstinence from sexual activity outside of marriage" as the "expected standard for all school-age children" (§ 115C‑81.30. [a][1]),
  • Teach "that a mutually faithful monogamous heterosexual relation in the context of marriage is the best lifelong means of avoiding sexually transmitted diseases" (§ 115C‑81.30. [a][5]),
